Importing an electric car to Armenia in 2026
In 2026 electric cars imported into Armenia are exempt from VAT until 31 December 2026, and only if manufactured after 31 December 2023 (from 1 February). Customs duty is waived within the EAEU quota: 15,000 vehicles for 2026, of which 12,000 for non-dealers, with a further 5,000 approved in August 2026. Without quota the duty is 15%. Check the current rules with the State Revenue Committee before you buy.
The rules in force in 2026
| Topic | Rule | Source and date |
|---|---|---|
| VAT | The VAT exemption for EVs, introduced in 2019, is extended to 31 December 2026 (amendments adopted 17 December 2025, in force 1 January 2026). From 1 February to 31 December 2026 only EVs manufactured after 31 December 2023 qualify. | Armenpress citing the State Revenue Committee, 9 January 2026 |
| Customs duty and quota | The EAEU Intergovernmental Council granted Armenia a duty-free quota of 15,000 EVs for 2026 (decided 11 December 2025): 12,000 for individuals and companies that are not authorised dealers and 3,000 for dealers. Vehicles must be produced in 2024, 2025 or 2026; hybrid EVs are included. Within the quota the vehicle is exempt from customs duty and VAT. | Armenpress, 12 December 2025; pan.am, 27 December 2025 |
| Additional quota | In August 2026 the EEC Council approved an extra 5,000-vehicle zero-duty quota for Armenia, a total of 20,000 for 2026. Only residents of Armenia may use it and the vehicles may not be transferred to citizens or residents of Russia or Kazakhstan. Distribution rules had not been published at the time of reporting. | ARKA Telecom and TKS, 7 August 2026 |
| EEC Decision No. 79 | Decision No. 79 of 9 July 2026 changes the zero-duty limit for Armenia and Kyrgyzstan and came into force on 17 August 2026. The summary we read does not give the figures, so we do not quote them. | ppt.ru, 10 August 2026 |
| Without quota | Customs duty on imported EVs is 15%. | CivilNet, around September 2025 |
| Vehicle (property) tax | From 1 April 2026 the tax uses a revised engine-power calculation: up to 250 hp the power is divided by 1.5; above 250 hp, the first 250 hp divided by 1.5 and the remainder by 2.5. For a 2025 model the example given is a fall from 666,000 to 276,000 AMD. Tax for registered EVs is updated automatically. | ARKA Telecom, 1 April 2026 |
A 2027 extension of the VAT exemption for newer models was reported as a government plan; we found no adopted extension, so do not assume one.

How much of the quota is left
| Date | Unused | Detail |
|---|---|---|
| 1 July 2026 | 3,198 | 8,802 used. Dealer portion 3,000, of which 1,477 used |
| 2 August 2026 | 2,447 | Dealers: 1,283 left (57% used). Others: 1,164 left (90% used) |
Reported by ARKA Telecom on 9 July and 3 August 2026. The July article calls 12,000 the “total quota”, which matches the non-dealer figure rather than the full 15,000, so treat the totals with caution. The balance changes daily: ask your dealer or the State Revenue Committee for the figure on the day.

What to check before you buy
- Year of manufacture. The VAT exemption in 2026 needs a car made after 31 December 2023; the quota needs 2024 to 2026.
- Quota balance and who may use it. The non-dealer and dealer portions are separate. The additional quota is for residents only.
- Deadline. The VAT exemption runs to 31 December 2026 in the rules we found.
- Connector and charging. Cars from different countries use different sockets; see connector types in Armenia. For charging at home see home EV charging.
- Written confirmation. Get the duty and VAT treatment in writing from your broker or the State Revenue Committee.
The market in numbers
Armenpress reported EV imports of 9,635 in 2023 (up 75% on 2022) and 11,793 in 2024 (up 22%), and 14,888 EVs between 1 January and 14 October 2025, plus three electric buses and 2,634 motorcycles and mopeds. Other sources use different definitions (battery-electric only or all electric, imports or registrations) and give different totals, so do not mix figures from different sources.
