Licensing, tax and e-CRM for EV charging in Armenia
Armenia amended its Law on Energy on 24 October 2025 (second and final reading) so that anyone, including ordinary consumers, may provide EV charging, and the service is not subject to licensing or regulation under energy law. The effective date was not stated in the reports we found. Separately, mandatory e-CRM receipts are being extended from 2027 to sectors the Government will name; whether charging is among them is not yet known.
Licence: what changed in 2025
According to ARKA (24 October 2025), parliament adopted an amendment to the Law on Energy in the second and final reading. Under it, EV charging may be offered by anyone, consumers included, and is neither licensed nor regulated under energy law. The reports do not give an effective date, so check the official publication of the law before you rely on it.
Power from the grid for a charging point
- The amendment lets a consumer use the electricity received at a parking lot or other separately registered premises outside the main consumption point, when it is connected independently.
- The same report mentions a 150 kW cap for autonomous producers.
- Before the amendment, a resident who wanted a charger in a residential parking area needed a separate agreement with the distribution company and an individual subscriber registration, according to the committee stage report of September 2025 (ARKA Telecom).
We found no public source on tariffs for commercial charging operators, on demand charges or on connection fees. Ask the distribution company for a quote for your site; see also how to start an EV charging network.

Treat this as a watch item. Ask your accountant whether to prepare for e-CRM receipts at charging points and for online top-ups.

The EV Armenia platform issues receipts and monthly corporate invoices, but they are settlement documents, not fiscal receipts. Fiscal integration is not built; we would scope it once the rules for charging are clear.
Questions we could not answer

- Company form and tax regime for a charging business, VAT registration and the treatment of the electricity you resell. Ask an accountant.
- Permits for siting: land, parking and municipality rules differ by location.
Checklist before you launch
- Confirm the effective date of the Law on Energy amendment in the official gazette.
- Get a written connection quote from the distribution company.
- Decide the company form and tax regime with an accountant.
- Ask a lawyer whether your wallet model needs a licence.
- Plan for e-CRM receipts after the Government decision of December 2026.
