Charging an EV in an apartment building in Armenia
In an apartment building, the safe way to charge is a wall box on a separate connection at your parking space, agreed with the building’s owners. Before 2025 a resident needed a separate agreement with the distribution company and an individual subscriber registration. An amendment to the Law on Energy adopted on 24 October 2025 lets consumers use electricity received at a parking lot or other separately registered premises, if it is connected independently. The effective date was not stated.
What the law says
| When | What was reported | Source |
|---|---|---|
| September 2025 (committee stage) | Residents needed a separate agreement with the distribution company and an individual subscriber registration to install a charger in a residential parking area | ARKA Telecom, 3 September 2025 |
| 24 October 2025 (second and final reading) | Anyone, including consumers, may provide EV charging, which is not licensed or regulated under energy law. Consumers may use electricity received at a parking lot or other separately registered premises outside the main consumption point, if independently connected | ARKA, 24 October 2025 |

Reports on a law are not the law. Details such as who must consent in shared parking come from other rules and your building’s own arrangements.

What this means for you
- You need a separate connection for the charger, not a cable from your flat. An independent connection at the parking space is what the amendment describes.
- You still need agreement from whoever manages the parking. If it is shared property, ask the building’s management body or co-owners before you drill or lay cable.
- Ask the distribution company about the connection, the meter and the tariff before you buy a wall box.
What not to do
- Do not run an extension lead from a window or balcony to a car in the street. It is a fire and trip hazard, and some cities ban it: Tbilisi, for example, fines this practice (Georgia, not Armenia).
- Do not use multi-socket or daisy-chained extension leads. Electrical-safety guidance advises a dedicated wall box fitted by a qualified electrician.
- Do not charge overnight from old wiring without checking it.
Practical options
- Wall box at your own space. Best if you have an assigned place and the building agrees. See home charging for costs per kWh.
- Shared wall boxes with billing. Several neighbours use one or more charging points; software bills each user by energy. This needs a plan for who owns the equipment and pays the electricity.
- Charge at work or at a hotel. Many points are at hotels and shopping centres; open the map.
- Use the public network. AC charging is 100 AMD per kWh on our network; see how to charge.
Checklist
- Confirm the current legal position and effective date of the 2025 amendment.
- Ask the building’s owners or management in writing.
- Ask the distribution company about the connection and meter.
- Get a quote from a qualified electrician for a separate circuit with protection devices.
- Choose the connector that fits your car; see connector types.
Questions and answers
Can I install a charger in my apartment building’s parking?
Reports on the 2025 amendment say a consumer may use electricity at a separately registered parking lot if it is independently connected. You still need agreement from the parking’s owners and a proper connection. Check the current rules.
Can I charge from my flat through a cable?
We advise against it. It is a safety hazard and not what the amendment describes.
Do I need a licence to share a charger with neighbours?
According to reports, EV charging is not licensed under energy law since the 2025 amendment, whose effective date is unconfirmed. Ask a lawyer about your specific case.
